The Law of Real Estate Ownership by Non-Saudis establishes the regulatory framework that enables non-Saudis to own real estate or acquire other real rights over property in the Kingdom, subject to the buyer category, the property location, the type of real estate right, and the controls applicable to each geographic zone.The Law came into effect on 22 January 2026. In June 2026, the Implementing Regulations and the geographic zones governing ownership were approved, defining the permitted ownership locations, eligible buyer categories, available types of rights, ownership percentages, usufruct periods, requirements, and procedures.
